If a dragon was somehow exalted by mistake or a player otherwise changes their mind, exalted dragons can be restored thanks to an update on October 25th, 2017. Progenitors may be restored whenever a player wishes with no limits except lair space and a 3 day cooldown in between each restoration.

I level to 8, however I’d say around 8 is when the levelling gets slow and kinda hard to get through, so 7 might be your best bet. Also I never use any stones for them, just buy, level, exalt. I usually level them from 1 to 8, and then exalt. Anything after that seems like too much time for not much more profit.
