It’s made that way, the idea of the game was the feeling of being out of control, that your choices can’t change the constants. It gives you choices then tells you they were meaningless. Rapture was more interesting than Columbia, and most of the supporting characters in Bioshock are better than those in Infinite (e.g. Sander Cohen, Tenenbaum, etc.), but Infinite’s story is much deeper and more fleshed out.
