To learn Portal: Ashran and Teleport: Warspear go to the Mage portal trainer in Orgrimmar. She (Zirazi the Star-Gazer) is at the top of a tower in Valley of Spirits at 35.8, 68.7 right next to the portal to Hellfire Peninsula.
